MC MacNiven Consulting is a boutique public policy consultancy. The company has been in operation for 20 years, with many repeat clients. We provide public policy advice, analysis and report writing services for clients including governments, not-for-profits and for clients receiving government funding or clients regulated by government. We have particular expertise in health policy, economic development, and policies relating to High Performance Computing and Digital Infrastructure.


We also provide assistance to organizations in their start-up phase.  MC MacNiven Consulting often works as part of larger teams and is able to draw on additional expertise as needed.

 Our Services

Policy Analysis and Strategic Planning 

MC MacNiven Consulting works with clients who receive government funding or who are regulated by government. The company develops strategic frameworks, roadmaps, policies and submissions to government for these clients.  MC MacNiven Consulting works with governments and agencies  to assist them with the development of strategic frameworks, reports and position papers.

Support for start-ups and Board support

MC MacNiven Consulting provides support to start-ups, particularly those who receive government funding.  Work generally commences prior to incorporation and continues until the organization is up and running.

Services provided by MC MacNiven Consulting include:

  • Development of core policies
  • Input into development of key governance documents and key agreements with government funders including transfer payment agreement, annual reports
  • Development of strategic framework and blueprint documents
  • Corporate Secretary support to the inaugural Board of Directors throughout the start-up period  

Support for start-ups is generally provided as part of a larger team.  MC MacNiven Consulting is a partner in TBG MacNiven. The partnership provides a full suite of services to start-up organizations including transition team leadership, governance and organizational structure advice, negotiation of transfer payment agreements and liaison with government partners.  Additional resources can be brought to the team to provide support for establishment of banking arrangements, back office and office location selection.

MC MacNiven Consulting has recently provided Secretariat support to two successful start-ups in the High Performance Computing and Artificial Intelligence areas. MC MacNiven Consulting provided Secretariat services for three reviews in the healthcare area.

Secretariat Support

MC MacNiven Consulting Services provides Secretariat support to clients throughout the life of policy projects and reviews, and for government task forces and reviews. The company also provides support for Boards during the start-up period and for transition teams during a restructuring or start-up, particularly for organizations receiving government funding.
Maia MacNiven has recently provided Secretariat support to two successful start-ups in the High Performance Computing and Artificial Intelligence areas.  MC MacNiven Consulting provided Secretariat support for three reviews in the healthcare area.

Report Writing/Submissions

MC MacNiven Consulting has been the writer for a number of key reports for government and for organizations receiving funding from government.  

Services include:

  • Development of policy papers, reviews and committee reports
  • Development of strategic framework, roadmap documents
  • Preparation of Request for Proposal responses and submissions to government
  • Development of key documents for health regulatory colleges including standards of practice documents and development of documents on the regulation of health professions in Ontario

Through the Institute of Public Administration of Canada (IPAC), Maia MacNiven was one of four authors of the Health Transformation Learning Partnership project’s main publication From Innovation to Transformation: Moving up the Curve in Ontario Healthcare, McGill-Queen’s University Press, 2011.
The three-year project focused on the development of balanced governance scorecards, strategy maps and accountability agreements in the healthcare sector.
